The Housing and Development Board (HDB) has announced an extension of the Parenthood Provisional Housing Scheme (PPHS) rental voucher, allowing eligible families to receive $300 per month until December 31, 2025. This initiative aims to provide financial assistance to families awaiting the completion of their Build-To-Order (BTO) flats, alleviating some of the pressures faced during the waiting period. The decision to extend the scheme reflects HDB’s commitment to supporting families in their housing journey.

The PPHS is designed for families who have booked an uncompleted HDB flat and are currently navigating the complexities of temporary housing. To qualify for the rental voucher, families must have a household income of $7,000 or below. The scheme is inclusive, as it also accommodates expectant parents, recognizing the unique challenges they may experience during this transitional phase. The extension of the rental voucher until the end of 2025 is expected to benefit approximately 200 households that have already engaged with the initiative since June 2023.

In addition to extending the rental voucher, HDB is actively working to increase the availability of PPHS flats, targeting a supply of 4,000 units by the end of the year. This increase in flat availability is crucial, especially as the demand for such housing options has shifted. The application rate for PPHS flats has seen a dramatic decline, falling from over 20 applications per available unit in 2021 to roughly three applications currently. This significant change indicates a growing supply of flats that is more aligned with the needs of families seeking temporary housing solutions.

The reduced application rate may suggest a variety of factors at play, including a potential stabilization in the housing market and a better matching of available resources with family needs.
